摘要
针对西部资源利用、环境保护与经济发展三者之间存在的不良循环关系 ,全面分析了西部可持续发展所面临的困境 ,在明确人力资本内涵的前提下 ,认为破解这种不良循环、实现西部可持续发展的关键在于人力资本 ,并从西部经济。
Regarding the vicious cycle relationship existent among the utilization of resources, environmental protection and economic development in West China, the paper makes a comprehensive analysis of the dilemma faced by the sustainable development in this region. On the precondition that the contents of the human capital is ascertained, it is considered that the key to the breakout of the vicious cycle and realizing the sustainable development in West China consists in human capital. And an overall and systematic discussion has been made from the height of the sustainable development of economy, natural resources and ecological environment of West China.
