如何构建适应城市经济、政治、文化发展需要的社区组织管理体制新模式 ,已经成为一项亟待研究的重要课题。本文在客观评价和分析城市社区组织管理体制旧有模式及现行模式的基础上 ,探索性地提出了推进城市社区组织管理体制改革的模式构想及其实施路径。

How to build up a new pattern which is fit for the development of urban economy, politics and culture, for the administrative system of urban community has been an important and urgent subject. On the basis of commenting and analyzing objectively on the used and current patterns, this thesis creatively puts forward some structural suggestions for the reform of the administrative system and also the way of carrying it out.
