实行适度规模经营是农业商品化、专业化、现代化的必由之路 ,但由于我国各地区的社会经济和自然条件差别很大 ,制度变迁的约束条件不同 ,因而不能制定统一的土地政策 ,采用相同的农地制度模式。中、西部内陆地区目前实行适度规模经营的条件还未成熟 ,其农地制度创新的重点 。

The performance of moderate m anagement in a certain scale is the necessity of merchandisation,special- ization.and modernization of the agriculture.But because of the great differences of both social economy and natural conditions in the variety of China,and the differentrestrictions of the change of system,we can′temploy land system. Yet there′s been no reapen soil in the middle and western partof china to perform the m oderate managementin a cer- tain scale.The emphasis of creating to country land system should be laid on the further improvem ent of the inner structure of the family-united-contract-responsibility system and the developmentof outer envionment in agriculture
