增加农民收入的财政支持研究

A Study of the Fiscal Support of Increasing Peasant's Income

农业是国民经济的基础，农民收入的高低直接关系到经济的可持续发展和农村社会的稳定．近年来，我国农民收入增长速度大幅度下滑，引起了政府和社会各界的广泛关注．本文认为，增加农民的收入离不开政府和财政的支持。财政可以从加大对农业的投入力度、为广大农民提供充足农村公共产品、支持农业产业和产品结构调整、加快农村税费改革、持续中小企业等方面，促进我国农业的发展，以增加农民收入。

The agriculture is the foundation of national economy,therefore, the standard of the peasant's income directly affects the economic development and the stability of rural society. In recent years, the sharp decrease of our peasant's income attract the attentions of our government and society very much. It is impossible to increase the standard of our peasant's income without the government and the fiscal supports. With the increasing investment in agriculture, fiscal policy is a useful tool to increase the supply of rural public goods, to stimulate the adjustment of agricultural structure, to push the reformantion of tax and charge in rural area,and to promote the agricultural development in our country. All of these will affect the increase of peasant's income.
