西部大开发是我国经济发展的地区布局上做出的一次重大战略性调整。这一战略的实施 ,离不开税收的大力支持和扶助 ,这是唯一能公平、全面调节经济平衡的杠杆。为此 ,首先要制定好公平、合理、适度的税收政策。

The decision of the western development is an important adjustment strategy made in the distribution of our economie development.Tihs strategy can not be implemented without the subestantlal support of faxation,which is the only leverage to regulate economy fairly and reasonably.The initial work,therefore is to formulate fair rational and moderate tas policles.
