改革开放 2 0多年来 ,西北地区经历了一个经济高速增长的过程 ,但与我国整体经济发展水平比较 ,特别是与东部地区比较 ,发展差距在不断扩大 ,西北的落后状况没有得到根本改观。大开发战略的实施将有力地推动西北地区经济的增长和国民经济的全面发展 ,要达到可持续发展的长远目标 ,还必须充分关注西北地区特殊的生态环境和发展条件 ,正确选择大开发的切入点与发展途径 。
