预算的完整性是指政府掌握的所有财力都体现在预算中 ,而我国政府所掌握的财力除了预算内收入 ,还有预算外收入和制度外收入。把预算外收入和制度外收入纳入预算进行规范化管理是社会主义市场经济体制的客观要求 ,但由于各种制度条件的限制 ,我国近期内还难以编制完整的预算 ,但我们可以把其作为一个中长期目标努力实现。

The completeness of budget means all financial resources which have been possessed by the government embodies in the budget.However the financial resources which have been grasped by the govevnment of our country except the income in the budget,there are the income out of the budget and out of the system.Bring the income out of the budget and out of the system into the budget and conduct it with the management of standardization is the objective requirement of the socialist market economy system,but because of the limitation of all kinds of system conditions,it is difficult for China to draft complete budget in the recent days,howerer we can regrad it as a middle term and long term goal to carry out it exert every effort
