论政府采购法律制度的构建

On the Construction of the law System of Government Purchasing System

政府采购是提高财政资金使用效率 ,减少浪费 ,抑制腐败的有效方式 ,但目前我国还没有统一的法律调整 ,使政府采购缺乏统一的法律依据。本文主要就政府采购法律制度的构建提出了两点看法 :一是建立政府采购基本法 ,二是完善政府采购配套法。

Government purchasing system is the effective method for raising the using efficiency of financial funds,reduces waste and restricts corrupt,but at present there is no unified law regulation,therefore lacks of unified dependence of law for government purchasing.In this article the aathor put forward two point of view concerning the establishment of law system of government purchasing:First,to establish the basic law of government purchasing;Second, improving the law for forming a complete set of government purchasing.
