高等教育资源具有稀缺性。对其资源配置方式的不同选择 ,决定了资源发挥效益的大小。通过对两种体制下两种运行机制所采取的两种资源配置方式的对比 ,高等教育资源的配置方式无疑应选择市场机制的原则来进行。但是 ,在引入市场机制的过程中又必须有所选择 ,即要掌握一个“度”的问题 ,不能“一化了之”。
