汽车工业迎接入世对策的国际比较

International Comparation of Countermeasures of Automotive Industry Facing to Join WTO

加入ＷＴＯ对我国汽车工业是机遇，更是挑战。日本、韩国和印度在加入关贸总协定时，均对本国汽车工业进行了各种关税、非关税的保护，并对本国汽车工业给予政策支撑，其中既有成功的经验也有失败的教训，值得我国汽车工业借鉴。我国入世在即，采取可行的政策和措施对汽车工业进行必要的扶持和适度保护是必要的。既包括关税保护，也包括采取与关税手段相配合的对外资进入规模与方式进行限制等措施的非关税保护。

It is an opportunity, even a challenge for the automotive industry in our state when joined to WTO.Japan, Korea and India performed a protective policy for their automotive industries in the field of all tariffs and non-tariffs when they joined in GATT, and gave a policy support for theirown domestic automotive industry for which both successful experiences and failure lessons are existed and it is worthy to take them for our state automotive industry for reference. China will join in WTO very soon, taking feasible policies and approaches to provide a moderate protection and necessary support for our state automotive in- dustry is necessary, this includes both tariff protection and non-tariff protection which matched with tariff means and limited to the form and scale of foreign capital input.
