借鉴新加坡经验,尽快将上海建成国际金融中心

To Built Shanghai into International Financial Center

将上海建成国际金融中心,应当借鉴新加坡建立国际金融中心的经验,把发展离岸金融作为突破口。具体做法上,一是大力发展不涉及本币的外汇交易、离岸金融业务和金融衍生品交易;二是先允许外资金融机构开展,然后逐步允许具有条件的中资金融机构开展;三是严格监管。借鉴有些国家发展类似业务初期的做法,场内和场外交易均在央行可监控的不同形式平台上开展;四是上海市和中央有关部门为金融机构在上海开展离岸金融业务提供较新加坡等其他国际金融中心更为优惠的税收等配套政策。

In the procedures of the Shanghai becoming an international financial center, we should to learn from the experiences of Singapore. We must to develop off-shore finance in Shanghai. The relevant departments of the central government and the Shanghai municipal government should give incentive policies to the financial institutions. The central bank should learn advanced supervising methods and the domestic commercial financial institutions should learn the experiences from abroad counterpart.
