Technology,Teobnological Resource and Technological Capacity

八十年代以来，技术能力研究一直受到各国学者和政策机构的重视，成为国家选择技术发展模式、制定技术经济政策的重要依据。本文针对已有技术能力研究的缺陷，把技术视为一种特殊资源，并通过对技术资源及其操作的分析，揭示出技术能力的本质特性，构建了一个基于技术资源的操作与学习过程的技术能力分析框架，最后本文还给出了技术能力动态评价的基本政策含义。

Since 1980s,the studies in technological capacity have been being paid attention to andbecoming the important foundation which the nation may select the developing model of technology and formulate the technological and economic policies. Aiming at the weakness of the previous studies in technological capacity,this paper defines technology as a kind of specific resource in economics context, reveals the nature of technological capacity throughout the analyses about technological resource and its operation, and establishes a analysing framework of technological capacity based on the operating and learning process of technological resource. At last,this paper gives also some basic poticy implications for the dynamic assessments of technological capacity.
