黄河潼关—小浪底河段污染现状及治理对策 被引量:6

摘要 介绍了黄河干流潼关—小浪底河段 1999年 1月中旬以来的严重污染状况 ,指出其主要污染因子为CODCr,污染物主要来自渭河、汾河、涑水河等支流及入黄排污口。造成这次污染的主要原因除黄河流量小等自然因素外 ,还有流域省 (区 )水污染治理不力、污染治理严重滞后等人为因素。针对目前黄河流域水污染状况及水资源保护与管理工作中存在的问题 ,提出建立一个符合“可持续发展战略”的黄河水资源保护与管理体制 ,对水资源的开发利用和水环境质量实施保护性管理 ,使水资源的开发利用走上“可持续发展”的良性轨道。 The serious pollution of Tongguan Xiaolangdi section of the Yellow River since the middle January,1999 is described.It is pointed out that the main pollution factor is COD Cr ,and that the pollutants are mainly from the main tributaries of the Yellow River,such as the Weihe River,the Fenhe River,and the Sushuihe River,and also from the pollutant discharge outlets to the Yellow River.Besides the natural factors,such as the flow deficiency of the Yellow River,there are still some human factors that cause the serious pollution of this time,such as ineffective prevention and remediation of water pollution,and serious log of pollution remediation.The pollution seriously affects the domestic and production water supply to the cities along the Yellow River.In consideration of the present situation of water pollution in the Yellow River Basin and existing problems in the management of water resources protection,a management organization is proposed which tallies with the 'sustainable development strategy'.The organization can perform protective management of exploitation and utilization of water resources and the quality of water environment,so as to place exploitation and utilization of water resources on a sustainable development track.
