以上海市城市化区域雨水排放为例，综合分析了平原地区城市化区域雨水两级排放模式的特征，探讨了两级排放模式中水利除涝模式的规模与市政排水模式的规模的匹配关系，为平原地区城市化区域雨水排放规模的选择提供了参考，并对城市排水学科与水利区域除涝学科的交叉性作了初步探讨.

The rainwater usually drainage by two stages at plain urbanization region．But the different criterion uses in the two stages． The fist stage belongs to municipal drainage model，and the second stage belongs to hydrological drainage model． So the suited question between the two stage criterions appears． Based on analysis of the character of the stage drainage model，the paper wants to search the suited relationship between the two stages and presents the method to creation the relational expression．
