关于我国目前失业问题的思考

Thinking of unemployment problem in our country at present

在世纪之交 ,我国正面临第 6次失业高峰的关键时期。我国当前失业问题的原因一是农村剩余劳动力的转移困难重重 ;二是国民经济结构调整 ,公有资本战略重组 ,导致结构性失业 ;三是失业人员整体素质低下 ,使之长期处于失业状态 ;四是历史的、体制的原因造成失业。解决失业问题的根本出路是 :农业内部就业深化 ;调整产业结构 ,发展第三产业 ;大力开展职业培训和继续教育 ,提高劳动者素质 ,增强失业人员的就业能力和适应能力 ;完善劳动力市场 ,健全失业保险制度。

At the end of this century our country is confronted with the important period of the sixth unemploymen peak.The reasons of the unemployment problem in our country at present are as follows: First the rural residual labor force has difficultly been transferred.Second the adjustment of nation economic structure and the strategic recombination of public owned capital resulted in structural unemployment.Third because of the whole unemployed persons have low diathesis,they having been unemployed for a long time.Fourth the historical and systematic reasons have made unemployment.Resolving the problem of unemployment includes deepening agriculture interior employment,adjusting industrial structure and developing the third industry,developing occupation training and continuous education vigorously,improving laborer diathesis,enhancing unemployed persons working and adapting ability, perfecting labor marketing and establishing the system of unemployment insurance.
