A Discussion of Talent Market and the Higher Education Reform

本文对人才市场的内涵及其构成进行了论述，特别是对人才市场构成的基本要素和如何完善人才市场构成的基本要素提出了自己的观点，并从人才市场对高等教育改革的影响中看到了高等教育有必要重视、审视传统的办学理论，认为只有解放思想，实现观念上的更新，面向社会，面向市场，确立竞争、激励、讲究效益的管理体制，转变政府职能，确立法人自主办学的观念，广开财路，多渠道筹资办学，才能真正实现高等教育的改革。

A discussion of the intension and composition of talent market is presented in this article. The author's viewpoints on the basic components of talent market and their perfection have been put forward. An analysis of the talent market' s influences on the higher education reform suggests that it' s necessary for the higher education to re-examine its traditional school-running theories. Hie true reform of China's higher education demands the emancipa-tion of thinking, renewal of concepts, orientation to the society and market, establishment of a contending, encour-aging and benefit-stressing management system, transformation of government functions, advocation of independent school-running and vigorous multi-channel fund-raising.
