On the Governmental Behavior in the Adjustment of Agricultural Structure

在市场经济条件下，农业结构调整应充分发挥市场机制的作用。但由于市场无法克服它自身的“失灵”问题，因此在新一轮农业结构调整中，必须加强政府行为 ,引导农民有效地搞好农业结构调整。

Under the condition of market economy, the adjustment of agricultural structure should put the market system to good use. However for some unconquerable malfunction, the government, in the new adjustment of agricultural structure, should strengthen its behavior and lead farmers to do efficiently for the adjustment.
