西部大开发与人才市场体系建设

摘要 人口素质的提高是西部大开发的重要手段和过程。西部人口目前存在着文化水平偏低、人才使用效率不高和数量规模过小等问题。以知识经济的思维提高西部地区人才的数量和质量具有战略意义。其有效途径为:建立单向型、服务型人才市场体系;完善人才市场运行机制;加快人力资源市场配置进程;大量吸引东部人才到西部创业,以调整东西部人才的合理布局。要使这种人才市场体系得以建立和正常运转还应采取以舆论宣传作辅助等对策措施。 To improve people's quality is an important means and process in west develop- ment. The existing problems in the west are concerned with low educational level, low efficiency in application of talented people and the small number of talented people available there. There- fore it is of strategic significance to expand the number and improve the quality of personnel in the west by means of knowledge economy. Some really effective approaches are: to establish markets for one-direction, service-oriented personnel; to complete and perfect the workings of the talent market; to speed up the layout procedure of human resources; to introduce large number of talents from the east to the west; and to adjust the balance of talents in bob east and west of China. To realize these goals, proper measures for propaganda and public opinions should be taken.
