对经济结构“战略性”调整的再认识

改革、开放和现代化建设已经进入到一个新的发展阶段 ,国民经济运行和发展出现了明显的阶段性变化 ,这就要求政府在推进经济结构调整时 ,要有战略性、长远性。“十五”期间经济结构“战略性”调整包括产业结构、产品结构、投资结构、地区结构等许多方面。第一产业结构调整的重点是种植业结构和农、牧、副、渔业结构 ;第二产业结构调整要处理好传统工业和现代工业、资源型工业和制造型工业之间的关系与发展重点 ;加快发展现代服务业 ,提高现代服务业在第三产业中的比重 ,也是产业结构战略性调整的一项重要内容。

The goverment work should have strategic and long-term consideration in adjusting ecomonic structre.The adjustment of “the tenth five-year” plan of economic structre includes industrial structre,product structre,ivestment structre,regional structre etc.The key point of primary industrial structre adjustment(ISA) includes planting industrial structre and structre of farming,animal husbandry,side-line occupations and fishery.Second IAS should deal with the key-note development and the relationship between tradition industry and modern industry.It is also an important part of ISA to develop rapid morden service industry and increas its proportion in the third industry.
