The western construction,which is quintessentially required by the principle of being rich together in the socialist country,is a great guideline and stratagem.Since the western construction is faced with new background ,it should keep to such principles as follows :1.combination of govemment control and market mechanism ;2.characteristic;3.precedence of efficiency and quality;4.building region by science and education;5.innovation.
