农业问题和粮食问题 ,是关系到中国国家安全和稳定的重要问题。实现农业产业化 ,是中国农业改革的“第二次”飞跃。实现农业产业化必须有健全的运作机制 ,即政府宏观调控、利益分配、风险防范、资金投入等机制 ,促进农业产业化健康。

Agriculture influences the security and stability of China deeply. It is the second leap in the process of agricultural reformation to realize agricultural industralization.The author also thinks that it is necessary to have some perfect systems to develop agricultural industralization, which includes systems of governmental intervention, distribution of benefits and precantions agninst risks, etc.
