激励企业技术创新的政策工具分析

Effective Policy Tools of Enterprise Technological Innovation

有效的政策安排对企业技术创新具有重要的激励作用 ,在我国当前经济运行强调追赶型、跨越式发展的背景下 ,更应该强化政府政策安排对企业技术创新的导向和支持。本文在借鉴西方发达国家成功经验的基础上 ,对我国激励企业技术创新的政策工具进行了分析 ,提出了完善激励企业技术创新的政策系统的对策建议。

An effective policy arrangement can provide enterprises with important incentives for technological innovation. In the current process of economic development that bears the features of catching-up or leaping-up pattern, more importance should be attached to the government's policy arrangement to direct and support enterprises' technological innovation. On the basis of an explanation of Western countries' successful experience, this paper examines the policy tools in China to stimulate enterprises' technological innovation, and constructs an effective policy system to provide enterprises with incentives for technological innovation.
