On the Interests Relations between the State and the Peasantry

在维护国家利益完整性与统一性的前提下 ,关注农业、农村、农民的发展状况 ,重视农民的社会地位和经济地位 ,有关国家的长治久安和经济的协调发展。正确处理国家与农民的利益关系 ,需建立健全符合市场经济要求的利益分配机制 ,完善相关的法律法规 ,改进利益分配方式 ,加快农村税费改革进程 ,保护农民利益。

It is concerning state's lasting political stability and co-ordination economic development to pay attention to agriculture, rural area and farmers and emphasize on the social and economic status of farmers, under the precondition of maintaining the integrity and unity of the state. In order to properly deal with the interest relationships between the state and farmers, and to protect farmers' interests, we must set up and prefect the interest distribution mechanism in consistent with the requirement of market economy, prefect relevant laws and regulations, improve the methods of interest distribution, deepen the reform of rural taxation and fee-collection.
