Implementation and Management of Computer Network Project for Flood Prevention and Disaster Alleviation in the Yellow River

黄河防洪减灾计算机网络系统是直接服务于黄河防汛的实用系统 ,由中国与芬兰合作完成。该建设项目的实施与管理经验表明 :①坚持网络建设“三统一”的原则是网络建设成功的关键 ;②深入细致的需求分析是保证网络建设成功的基础 ;③建设管理体制落实 ,保证了系统建设的质量 ;④分级管理、明确责任和应用软件先行是网络系统能充分发挥作用的前提 ;⑤稳定队伍、加强管理是发挥已建网络效益的保证。

Established under combination effort of Chinese and Finnish researchers, the Yellow River flood prevention and disaster alleviation computer network system is an application system directly serving the Yellow River flood prevention. The experiences of implementation and management of the project demonstrate that① the key for successful construction of the network is to insist on the principle of “three unification” in network construction; ②the basis for successful construction of the network is to conduct conscientious and detailed requirement analysis; ③ implementation of construction management system guarantee the quality of the system construction; ④it is the precondition for bringing the network system into full play to manage at different levels, to clarify responsibilities and to develop application software in advance; ⑤ the assurance for making full effect of the existing network is to stabilize the team and enhance management.
