煤炭资源与环境保护现状及开采价值评估

EXISTING STATUS IN PROTECTION OF COAL RESOURCE AND ENVIRONMENT AND EVALUATION OF EXPLOITATION VALUABLENESS

我国目前煤炭资源浪费与矿区生态环境恶化的现象屡禁不止,原因主要有人们认识上的误区,制度上的疏漏和管理上的不力。建议建立煤炭资源开采价值评估制度,改变“先污染,后补偿”的运行机制,先评估,后开采,值采则采,不值则放。

In our country the phenomenon of wasting coal resource with worsening of the ecological environment in mining areas has not been stopped nowadays because that there is mistake district in people' s consciousness and some defects on law system and management is not powerful sufficiently . It is suggested that the system of evaluation of exploitation valuableness should be established, evaluating before mining instead of 'compensation after pollution ', do not mine the coal resource if it is not of exploitation valuableness.
