关于战略环境评价的实践与发展

Approach on the Practice and Development of Strategic Environmental Assessment

围绕开展 SEA的必要性、国内外 SEA发展现状等方面进行了评述 ,在此基础上针对有效开展 SEA研究与实践提出了三点建议。首先 ,SEA的开展应在可持续发展的战略方针指导下进行 ;其次 ,提出 SEA方法学的研究应在 EIA的基础上进行 ,尤其是应借鉴区域环境评价的科学方法与技术 ;最后 ,提出应加强国际间的合作与交流 ,共同开展 SEA。

The importance of SEA and the development situation of SEA around domestic and abroad at present was reviewed in this paper firstly,and then three piece of proposal for carry out SEA research and practice was promoted.First of all,the SEA should be carried out under the strategic of sustainable development.Secondly,the studying on the methods of SEA should be carried out under the EIA,particularly the scientific and technological methods of district EIA.Finally,the cooperation and contact among international should be highlighted and SEA carried out together.
