本文就当前个别地方排污收费中存在的问题进行了阐述 ,并提出在市场经济体制下如何依法征收排污费的一些建议。

This paper discusses the problems concerning on carrying out Polluter Pay Principle (PPP) in some places and puts forward some advices of collecting the fee according to the emissions of a plant under market economy
