深圳经济特区原农村集体企业改制已近 10年 ,但改制后的股份公司并没有真正成为经济个体 ,它既具有发展经济的职能 ,又肩有行政管理职能 ,没有达到政企分离的目的 ,它在城市管理中起着相当重要的作用 ,这与改革的初衷相去甚远。文章对深圳特区农村股份公司的成立背景、性质及其在城市管理中的作用进行了较深入的分析 ,并对它在城市管理中产生的消极后果和原因作了探讨。最后 ,论述了对这种管理模式进行改革的必要性和改革途径。

The stock companies talked about in this paper means those set up during the urbanization reform campaign in 1992.Because the reform was not complete, those stock companies become the complexes of administration, economics, and social management. In a degree, the reform can't be considered successful. Through the thorough investigation, this paper deeply discusses the nature and the role of the companies in the urban management; And then, points out its negative influences on the city management. At last, the authors expounds the ways to reform.
