本文旨在从科学综合的高度，阐明决策科学化、民主化和规范化的内涵。它包含四部分内容：其一，决策和决策系统简介；其二，在概略描述２０世纪４０年代和６０－７０年代科学上两次大的综合之后，介绍了现代科学决策中常用的几个基本观念；其三，提出了决策规范化的一种基本模式，阐述了其科学内涵；最后，归纳了现代科学决策的基本特征，并指出创新是决策的灵魂，忧患意识是决策创新的动力，依靠科技进步、综合集体智慧，是决策创新的源泉。

The paper expounds the connotation of the strategic decision to be scientific, democrat and standard through synthesizing it scientifically and highly. The strategic decision includes four parts. Part One is to introduce the strategic decision and its system simply. Part Two is to recommend some basic ideas in modem scientific decision after synthesizing the science twice in the 40s and 60s-70s of the 20th century. Part Three is to put forward a basic pattern of decision standardization and to clarify its scientific connotation. Part Four is to conclude the basic character of modem scientific decision and to show that creation is the soul of decision, and the worried consciousness is the motion of decision creation. To depend on the progress of science and technique and to synthesize the collective wisdom are the source of decision creation.
