文章从西部地区山川秀美的含义出发，阐发建设西部山川秀美工程的科学内涵、发展思 路、评价指标体系，兼论综合减灾研究对西部开发建设的重要地位。

Guided by the implication of beautifying the western mountains and rivers,the paper presents the scientific content of the beautification,the beautification idea and the beautification evaluation system. The important role which the comprehensive calamity profection and reduction plays in the western development is also discussed here.
