在甲午战争之前 ,清朝与朝鲜存有宗藩关系。从 1 9世纪 70年代末期开始 ,清政府力图强化对朝鲜的控制。但清政府为了强化对朝鲜的宗主权而采取的措施在很多方面不是舍本求末就是失当的 ,它力图遏制日本在朝鲜势力膨胀的努力并没有收到多大的成效。因此 ,清政府在甲午战争之前对朝鲜所执行的政策基本上是失败的 。

Before the Jiawu War, the suzerain vassal relationship existed between Qing Dynasty and Korea. From 1870s on, Qing Dynasty tried to strengthen its control over Korea, but the measures it took were either tending to the trifles and neglecting the essentials or inappropriate. It failed to restrict Japan′s expansion in Korea. Therefore, the Qing government's policies towards Korea were all a failure, and gave rise to relatively serious consequences.
