摘要
技术改造项目的技术后评价过去只由专家做定性评价，主观性较强. 论文首次引入价值工程原理进行定量分析，并将技术先进性和经济合理性有机结合起来，使评价过程更科学，评价结果更具说服力.
Technical post-evaluations of technical transformation projects used to be qualitative and the results likely to be subjective. The authors have made quantitative analyses by introducing the principle of value engineering, combining technical advancement with economic rationality. The evaluation process becomes more reasonable and the results more convincing.
