摘要
国防是典型的公共物品,对于国防的社会需求必须通过公共选择来表达。军工产品的供给是通过高度垄断军工产品市场来实现的。在垄断条件下,市场机制不能保证实现军工产品的有效供给。针对市场的局限性,为了保障国家安全,政府应当监控国防专用资产的使用,组织基础研究,控制垄断产品的价格。尽管有政府的一定干预,但只要制度设计合理,军工企业仍然可以和应当建立现代企业制度,激励员工的创造力,大力开发民品,在保证实现国防目标的同时,为国民经济的发展作出较大的贡献。
: National defence is typical public product. The expression of its social demand is given by public choice. The market of war products is always extraordinary monopolized. Under this condition, war products can not be supplied in effect.According to the invalidation of the market, for the sake of the safety of the nation, the government should supervise and intervene the management of the war industry. Even the government intervenes the firm to some extent, the war industry should constitute modern firm system, inspirit their managers and workers to develop civil products and make great contribution to the national economy while playiny its role on national defense.
