国家大型企业在体制改革与转制过程中的科学定位与发展战略是十分重要的课题，本文针对铁道部第一勘测设计院的背景特点，研究提出了在转制时期的企业发展战略，以及根据发展战略采取的一系列措施。

Developing Strategies and Policies are very important for the stated－ owned large－ sized enterprises in their system reforms. This paper researches and proposes the developing strategies and a series of measures for large－ sized enterprises in transition period according to the special background of the First Survey and Design Institute of the Ministry of Railway, which has popular significance to other enterprises.
