中国扶贫战略讨论及“十五”对策思考

Discussion in China Poverty Allevation Strategy and Thinking for 2001－2005 Countermeasures

本文结合“七五”以来的扶贫开发实践，分析了当前有关中国扶贫战略讨论的代表 性观点，指出将“开发式扶贫”战略曲解为“区域发展战略”是不合适的。“八五”后期的 扶贫效果下降，是由于贴息贷款政策本身缺陷再加上内外在环境恶化造成扶贫贴息贷款漏出 所致。“开发式扶贫”战略对缓解西部地区贫困仍有决定作用，保持国民经济的持续、健康 、稳定发展对缓解贫困有重要意义。

This article analyses the representative viewpoint of current discus sion about China poverty alleviation strategy combined with the practice since 1 985. I believe that it is not suitable to misconstrue the aid－the－poor with de veloping strategy as area developing strategy. Its effect declining in the late eighties was for subsidized loan's deviating from the poor that caused by its po licy defect and worsening environment. The strategy still has the key effect for poverty alleviation in the west. It is important for poverty alleviation to mai ntain the continuing, healthy and stabilizing development of national economy.
