Basing on t he analysis of the road by which Villages and Towns Enterprises developed themse lves, this paper deduces advantageous and unfavorable elements that are decisive to the development of them. At last this paper points out a sustainable develop ment road, which is based on the foundation of share reformation and spirit of l aw.
