摘要
国有企业基层单位的突发性问题具有暴发的突然性、内容的多样性、后果的严重性三个基本特征。诱发突发性问题的主观因素是个体或群体的政治素质、法制观念和心理素质较差;客观因素是改革开放时期出现的某些消极现象,利益格局的不断调整和基层思想政治工作弱化。正确处理突发性问题要遵循“小、快、灵”的原则。
Generally, the abrupt issues happening in the basic units of state enterprises are of three basic characteristics: abruption, diversity and severity. The subjective factors might induce the weak sense of legal system, the weak political and psychological qualities of both individuals and groups. And the objective factors include some negative phenomena appeared in the reform, the adjustment of the benefi- cial structure and the weakness of ideological and political work of basic units.
