The aim, main task, design idea, structure, components and technical criteria of the network equipment in the construction of the Qinghai Flood Prevention Information Network System are described briefly. The safety, virtual network, exchange, route and management are analyzed for its realization method. The switch hub, router, hub, server and firewall are strictly chosen. The idea of the system policy decision about the flat board is presented.
