摘要
以行政学和管理学理论为基础，对我国现行的城市规划委员会及其规划决策机构进行分析，并借鉴国内外相关经验，提出我国城市规划委员会制度改革和建设的依据与方法。
Based on the theories of administration and management,the author analyses the existing city planning commissions and its decisionmaking institutions in China,and puts forward the basis and method of the reformation and construction of the planning commissions system,with reference to the experience from abroad.
