This paper analyses the impact on city commercial banks after the access to WTO.Among the three kinds of Chinese commercial banks,city commercial banks are being comfronted with the most difficulties.Some constructive development strategies are put forward in the paper:to make alliance;to pursue the multi functions;to provide the services of the E banks.
