二元经济条件下需求不足原因及财政政策的选择

Insufficient Domestic Demand and Choice of Fiscal Policy: Under Circumstances of Dual Economy

本文以二元经济理论为主要分析工具 ,说明了我国宏观经济需求不足的实质是二元结构及其体制变迁。在二元经济条件下 ,有效的财政政策应该是能兼顾短期和长期、协调总量和结构、着力于政策和体制联动的政策 ,政策的着力点应该是在有利于二元结构转换和体制改革的方向 :在城市要重点排除有碍于新的消费和投资增长点形成的体制和政策障碍 ;

Recently the problem between insufifcient domestic demand and effective fiscal policy has been widely discussed in the view of economic transformation.And another important problem—dual economy—is ignored.In this paper dual theoretical means would be discussed.Firstly,effective fiscal policy should give consideration to short term and long term,coordinate total and structure,change with system.Secondly,Fiscal policy should affect a direction in dual economy transformation and reform.It should remove obstacle of forming new consume and investment in the city.Finally,in the rural area,the way for urbanization should be developed.
