概述了我国铁路改革总体思路,提出了我国铁路货运公司的组建方案及其运转保障机制,同时阐述了货运分公司经营与调度指挥和运输能力的关系。
The overall train of thoughts for railway reform in China is briefly elaborated. The scheme to form the railway freight transport companies in China and the mechanism for assuring the operation are put forward. Meanwhile, the relationship between the operation and control of the freight transport branch offices and their transport capacity is expounded.
