Chaoyi Public Opinion Form in Court of Feudal Sociaty

朝议制是中国封建社会朝廷的一种舆论形式 ,也是一种政治制度。在专制制度下它是很好的内部调节机制 ,但是其局限性在于集议的结果往往不被执行 ,最终的决策权在专制者手中。集议制有一定的规则 ,突出的是不能风闻言事和越职言事 ;它也有自身的缺陷 ,有时不能形成集中意见。

The institution of Chaoyi was a kind of public opinion form in the court of feudal society,and also a kind of political system.It was a good internal modulatory mechanism under the autocracy.But it's limitation was that it's consequence always couldn't be carry out,because the last power of decision making was in the hand of the dictator.The institution of Chaoyi had some regulation,the outstanding of which was that officials couldn't say some hearsay and over duty.It's limitation was that it can not form a concentric view.So,on the basis of democracy,it needs the courage to resolve.
