摘要
我国政府以拨款和贷款的形式向国有企业注入了大量资本 ,以保持国有企业的属性 ;作为补偿之一 ,国有企业安置了大多数的城镇职工就业 ,以保持社会的稳定。但正是这个制度设计导致了较低的资本、劳动力市场化程度 ,而低要素市场化程度正是国有企业低效率的根源。
In order to keep the SOEs as SOEs, Chinese government invested much capital to the SOEs. As one of the compensations, SOEs employed most of the urban staffs to keep the social stabilization. It is just this institutional design that leads to a low market degree of capital and labour force.While the low market rate is the source of inefficiency of SOEs.
