摘要
山洪灾害是湖南省主要的自然灾害，暴雨是山洪的直接成因，地形对暴雨山洪有增强作用，而人类的活动，使山洪灾害损失越来越大。针对湖南省山洪灾害的成因，提出了工程性和非工程性防治山洪的措施。
Mountain flood hazard,which is the major natural disaster in Hunan Province,is caused by heavy rainfall and enhanced by topography. Irrational human activities makes the losscs of flood hazard more and more. After analysising on the reasons of flood, this article proposes the structural and non -structural engineering measure.
