产业政策是政府非常重要的政策手段和对产业发展干预的实践 ,但在产业发展和结构调整时 ,中央政府只有产业政策是不够的。为了充分保证产业政策实施的有效性 ,还必须要有对产业发展的协调政策和机制。考虑到我国经济制度以及社会主义市场经济的特殊性 ,我国现阶段产业协调模式的选择应该是“有政府调控的市场协调模式” ,其内涵是 :政府为实现经济与社会发展目标 ,采取间接的调控手段 ,为市场秩序和环境提供充分的保证 。

Considering our economic system, national situation and the specific situation of our socialist market economy, we should undertake the “Government-regulated Market-coordinating Model'. That is to say, in order to attain the goal of social and economic development, the government should adopt the policy of indirect regulation to ensure the market order and a sound environment, and to realize a harmonious macro industrial allocation under the market-driven mechanism.
