Responsibility on project owner for the project construction and management, sources of investments made clear, property ownership clarified - everything is done for a rolling development of the entire Qingjiang Valley'. This is the state-owned assets management-manipulation mechanism formed in the practice of rolling development of the three hydro-power stations along the entire Qingjiang River Valley in Hubei Province. This article presents an introduction to the practice of the Qingjiang River Valley development system from four aspects such as the origin, characters, results and inspirations of the 'Qingjiang System'.
