随着新的《土地管理法》的实施以及土地使用制度改革的进一步深入，必将会产生许多新的土地估价业务．本文对利用计算机来处理城镇宗地估价的工作进行了深入探讨，论证了在组件技术下，利用GIS基础平台MapEngine提供的组件，以通用开发语言为工具，构建城镇地价评估系统（ULEIS）的可行性，并对实例进行了比较．

： There will be more and more task of land evaluation along with the implement of the New Law of Land Management and the further reform in land system． The paper thoroughly discusses how to deal with the work of land evaluation by computer and demonstrates the feasibility of building Urban land evaluation Information System （ULEIS），which is supported by the basic software of Geographical Information System （GIS）， and by the tool of universal developed language （VB）．
