时代之呼唤:德治与法治相结合

New Era's Call "Rule by Morality" and "Rule by Law

“以德治国”不是传统治国手段的重复,而是马克思主义、中华民族文化精髓与现代人类文明成果三大源头的综合创新,具有深厚的理论根源。新形势下,“以德治国”与“依法治国”具有一致性,二者结合反映了市场经济内在必然要求,都是不可或缺的治国手段。当前,要处理好二者关系,必须充分利用传统德治中积极的内容,在发挥德治对社会成员内在观念引导作用及法治对社会成员外在行为调整作用的同时,必须在实践中实现二者的有机结合,即实现德法并举。现阶段德法并举最有效的措施是:政府运用立法、执法、法律宣传等手段促进德治与法治的结合;发动群众制定并实施各种道德守则、公约,国家法律予以支持;从严治党,使党员特别是领导干部成为遵守法律和实践道德的表率,成为德治法治相结合的推动者。

Rule by morality' is not a repetition of traditional means of managing a country, but a creation of the Marxism, a combination of Chinese national culture and modem civilization. It is of great theoretical origin. In the new situation, 'rule by morality' and 'rule by law' are in great unity. They are both the necessary internal need of the market economy and the indispensable means of managing a country. The harmonious running of the two means lies in the simultaneous utilizing the merits of the two, that is, making use of the direction by internal concept ruled by morality and the regulation by extemal conduct ruled by law. The present effective measures are: the government should use legislation, enforcement, legal propaganda to promote the combination of the 'rule by morality' and 'rule by law '; advocate the mass to the devising and implementing all moral regulations and pledges, and protect them in terms of law; help the party members especially the leaders become law - abiders and morality - praclicers.
