摘要
随着西部大开发战略决策的逐步实施，长期困扰西北地区生态和经济发展的水资源短缺问题已成为倍受人们关注的焦点。清楚地认识和研究该区域水资源特点及其地位和作用，采取切实有效措施进行水资源合理配置利用，是保证该地区经济快速持续发展的关键。
With the policy about developing the west being performed,shortage of water that has perplexed northwest ecology and economic development is becoming a central issue.It is the key that ensure economic development recognizing and studying the water resources characteristics and its position in this district,adopting effective measure to utilize the water resources reasonably.
